为军事现代化作准备　
1977　年夏天邓小平复出后，开始着手和叶剑英等老干部一起为中国军队的现代化打基础。然而未过一年这项工　
作便被推迟，因为他断定国家安全受到严重威胁，必须立刻准备对越南采取军事行动。1979　年　3　月对越战争结束后，　
他认为近期再发生军事冲突的可能性很低，因此对现代化军事装备的大规模投入可以继续推迟，以集中力量搞民用经济。　
但是邓小平确实重新恢复了他在　1975　年启动的军队改进工作：军队裁员，招募受过更好教育的军人，全面加强纪律和　
训练。这样一来，等到他退休的时候，中国不但能具备更强大的经济基础，而且会有一支更精干、更加训练有素的军队，　

这支军队将有充分的准备，可以更有效地运用那些在他退出舞台之后才得以购进的现代武器。＇18…1＇
